The depends seem to have now been satisfied. Would it be possible to move forward and release for EPEL9?

In testing/ON_QA does not require a needinfo flag. I am removing all from the bug.

May I ask Fedora packaging policy stating this?
You are not supposed to mess with what a packager does in his bugreport

What I mean is, those users are on the CC list and would have been notified of all changes on this bug and as such have the
choice to install the version in testing or not. It is unnecessary to start setting needinfo info on specific users and I have
never seen this done in the past.

Just to add information. When the update is produced and marked on ON_QA, the user if they decide to install it, would vote it up or down and add the info you maybe require via your update on the update system:
