Description of problem:
After upgrading from RHEL 8.5 to 8.6 podman will no longer utilize UID entries in the /etc/subuid and /etc/subgid files, it will only recognize usernames

shadow-utils-4.6-16.el8.x86_64

How reproducible:
Always

Steps to Reproduce:
1. Put entry of UID into /etc/subuid and /etc/subgid
2. Try to use rootless podman of the user entered


Actual results:
Errors out saying it can not find subuid entries

Expected results:
Rootless podman
