Description of problem:
cephadm repeatedly redeploying complex osds

Version-Release number of selected component (if applicable):
ceph version 16.2.8-34.el8cp

How reproducible:
2/2

Steps to Reproduce:
run bootstrap
add hosts
add osd using spec file 

Actual results:
the osds are redeploying continuously

Expected results:
the osds should be successfully deployed
