Description of problem: When Node selector modal on Scheduling tab is opened, the matching nodes message is not displayed, stuck on loading. The "Explore Node list" link is displayed and leads to Nodes page which is not allowed for non-privileged user.

Steps to Reproduce:
1. Login as non-privileged user
2. Start VM creation flow, click "Review and create" button
3. Go to "Scheduling" tab, click Node selector edit icon

Actual results: loading animation is displayed, "Explore Node list" link is working


Expected results: non-privileged user should not see the nodes, "Explore Node list" link should not appear
