Tolerations modal

Description of problem: When Tolerations modal on Scheduling tab is opened, the "Explore Node list" link is displayed and leads to Nodes page which is not allowed for non-privileged user.

How reproducible: always


1. Login as non-privileged user
2. Start VM creation flow, click "Review and create" button
3. Go to "Scheduling" tab, click "Tolerations" edit icon

Actual results: "Explore Node list" link is working


Expected results: "Explore Node list" link should not appear
