Description of problem: "Save affinity rule" button in "Add affinity rule modal" is smaller than other primary buttons in modal

How reproducible:


Steps to Reproduce:
1. Start VM creation flow, click "Review and create" button
2. Go to "Scheduling" tab, click "Affinity Rules" edit icon
3. Click "Add affinity rule" button

Actual results: "Save affinity rule" button has .pf-m-small class 


Expected results: Should be same as other modal primary buttons
