Description of problem: When Dedicated Resources modal on Scheduling tab is opened, the matching nodes message is not displayed, stuck on loading. Since non-privileged user is not allowed to see nodes, the message should be removed for non-priv. The link "cpumanager=true" which leads to filtered nodes list should be removed for same reason. The Save button, which is disabled (probably because of loading) should work.
