Description of problem:
when opening the hardware devices modal (GPU/Host device modal) and there are no devices configured to the cluster, the devices dropdown will show the group title when opening the dropdown

How reproducible:
100%

Steps to Reproduce:
1. enter a VM and move to details tab, at the bottom right row of detail items we have an option to add devices
2. try to add any kind of device when there are no devices configured to the cluster and open devices dropdown and see the header for each group of devices

Actual results:
showing headers for mediated devices and PCI host devices with no list under them

Expected results:
show a no devices messege
