Description of problem (please be detailed as possible and provide log
snippests):

Use tool `black` to format the python external script. Without having this fix BP in 4.11
we have a lot of conflicts that are difficult to resolve with multiple adding fixes coming in the script which is on top of the `Black` formatting fix.

This fix is to correct the formatting according to the black tool. No logical code change has bee done, regression testing is enough from QE perspective.
