Verified the quota for cloud connection, with OpenShift Installer 4.11.0-rc.4 build

This error message is displayed,
"FATAL failed to fetch Cluster: failed to fetch dependency of "Cluster": failed to generate asset "Platform Quota Check": 
failed to meet the prerequisite for Cloud Connections: only one Cloud connection can be attached to any DHCP network per account per zone".

Verified the quota for DHCPService, with OpenShift Installer 4.11.0-rc.4 build.
Tried creating a new cluster, when one already exists under the same Power VS service instance.

Installer displays this error message,
"FATAL failed to fetch Cluster: failed to fetch dependency of "Cluster": failed to generate asset "Platform Quota Check": failed to meet the prerequisite of one DHCP service per Power VS instance: DHCP service already exists for provided cloud instance".
