Upgrading the controllers from osp16.2 to osp17, the nova services/containers do not start with the error

"Current Nova version does not support computes older than Victoria but the minimum compute service level in your system is 40 and the oldest supported service level is 52."

I'll need to defer the NEEDSINFO on me to the Compute team for whether this needs doc text or not. Adding Chandan for clarification as the owner of the patches linked here.

We discovered this issue in CI job. I think we can add a doc text so that
if customer hits the issue they can refer the workaround.
