Description of problem: Metrics "kubevirt_hco_out_of_band_modifications_count" count is not increasing for component --> "prometheusrule/kubevirt-hyperconverged-prometheus-rule"

How reproducible:100


Steps to Reproduce:
1. Add label to above component and wait for it restore to original state
2. Above component is reconciled properly.
3. Execute metrics "kubevirt_hco_out_of_band_modifications_count" 

Actual results: Neither see entry for above component nor count get increased.


Expected results:Above component entry should be there and count should be increased.


Additional info: This is found on SNO Cluster.

Able to see the prometheusrule/kubevirt-hyperconverged-prometheus-rule is reconciling properly and can see the count increased.
