Description of problem:
When attempting to select a cloud provider on http://console.redhat.com this message appears: "To perform this action, you must be granted Sources Administrator permissions from your Organization Administrator."

How reproducible: 100%

Steps to Reproduce:
1. Create a fresh dev subscription
2. https://console.redhat.com/settings/sources
3. Try to add a new source

Actual results:
Cloud provider sources are greyed out and "To perform this action, you must be granted Sources Administrator permissions from your Organization Administrator." appears

Expected results:
Since  https://console.redhat.com/settings/sources is a web application, the online documentation https://access.redhat.com/solutions/6386521 could be linked directly in the UI.
