Description of problem:
tcp_wrappers fails to install on RHEL 9

Version-Release number of selected component (if applicable):
tcp_wrappers-7.6-96.el9 

How reproducible:
Always

Steps to Reproduce:
1. sudo dnf install tcp_wrappers

Actual results:
Error: Problem: conflicting requests - nothing provides libnsl.so.2()(64bit) needed by tcp_wrappers-7.6-96.el9.x86_64 - nothing provides libnsl.so.2(LIBNSL_1.0)(64bit) needed by tcp_wrappers-7.6-96.el9.x86_64 

Expected results:
Packages successfully installs

Additional info:
I was able to fix this locally by rebuilding the package.
