There is already irqbalance v1.9.0 available upstream, so let's rebase it to the latest release. https://github.com/Irqbalance/irqbalance/tags

Confirming that irqbalance from the irqbalance-1.9.0-1.el9 indeed reports itself as irqbalance-1.9.0, and seems to generally work; just to be sure, I will spin the automatic test suite with it.

Automatic tests have passed without problems, so setting VERIFIED.
