from the two possible root causes that could be identified from the must gather, that is: 

1. The PDB took some time to update the `AllowedDisruption` value back to 1.  
2. Or an OSD went down temporarily for a very small duration of time 

.. tried `2` but couldn't reproduce the issue.

Neha, is it possible to repro? We have not been able to repro or find the root cause.
