nss conflicts with nspr in rawhide. Manually uninstalling nspr-devel first makes it work. The dnf claim:

This bug appears to have been reported against 'rawhide' during the Fedora Linux 37 development cycle.
Changing version to 37.

I'm not sure why nspr-devel wasn't picked up it's part of the NSS package. it's possible you don't have the -devel libraries in RPM?

I had installed nss-devel and nspr-devel. Nonetheless, I cannot reproduce it right now, thus I'm closing this. I'll reopen and will provide more detailed info if it'll strike again.
