Description of problem:

Helm chart README file is coded in Chinese,the content turns into messy code in developer perspective while configuring the helm chart.


Version-Release number of selected component (if applicable):

OpenShift Container Platform : 4.8.20 and also found same behavior on : 4.10.16


How reproducible:

- Create a custom HelmChartRepository which consist a helm chart with a README.md file coded in Chinese  

- Then check and try to install the helm chart from : Developer Catalog > Helm Charts , The README file contents will be showing messy.


Actual results:

Helm chart README file is coded in Chinese,the content turns into messy code in developer perspective while configuring the helm chart.


Expected results:

README file Chinese characters must show normally.

Verified on 4.12.0-0.nightly-2022-08-03-175737

@dkarde you reported this issue on 4.8 and 4.10. Do you have customers that are affected by this? Should we backport this to both versions or just 4.10?

Thanks @dkarde, we will backport this down to 4.8.

@dsantra already opens a new ticket for 4.11: https://bugzilla.redhat.com/show_bug.cgi?id=2115315

Mark this as verified as I have verified this on a 4.12 nightly build.
