Description of Problem:

  The image_customization_test file of openshift/cluster-baremetal-operator lacks relevant unit tests, and relevant unit tests are required to cover this code.
  So this is not exactly a bug. This is a BZ for adding unit tests to prevent bugs in advance.

  Currently, we're in Feature Freeze period. In this case, we need to create BZ to merge a code.
