Description of problem:
python3-talloc-devel and python3-ldb-devel, which are build requirements for Samba, are not available in CRB repository. 

Version-Release number of selected component (if applicable):
libtalloc-2.3.3-1.el8
libldb-2.5.0-1.el8

Steps to Reproduce:
# dnf install python3-talloc-devel python3-ldb-devel
No match for argument: python3-talloc-devel

Red Hat Enterprise Linux is not a self-hosting distribution and does not provide all subpackages required to rebuild every component.  This bug is essentially an RFE to add more components to the RHEL content set.
