Description of problem: During development of OSP17 infrared splitstack (pre-provisioned nodes) capability overcloud deployment failures were seen. Several commits were made to address these failures. Ensure these backports are made:

Manually inspected code on openstack deployment using:RHOS-17.0-RHEL-9-20220701.n.1 and all three patches were included.
