Remove Conditions

Description of problem:

Remove condition tab and create option from the actions menu in Admin perspective as it is deprecated in Pipelines 1.8 Operator.

4.11

How reproducible:
Always

Steps to Reproduce:
1. Install OSP in 4.11 cluster
2. Go to Admin perspective -> Pipelines


Actual results:
Condition tab and option to create condition exist in the pipeline page.

Expected results:

Condition tab and option to create condition should not exist in the pipeline page.
