This is a scale issue caused by the fact that 2000 OCP services that require distinct VIPs on each node translate to:

2000 services x 120 nodes x 4 logical flows per VIP = 960K logical flows

In this specific case, for a given service, the load balancer configured for node-X has:
- VIP: node-X-IP:service-port
- backend: actual pod backing the service (not necessarily on node-X)
