Description of problem:
When a cluster upgrade task is performed and only one host is selected from the list of hosts where upgrades are available, still the upgrade attempt is performed on the other hosts.

RHV 4.4 SP1 (ovirt-engine-4.5)

How reproducible:
Always

Steps to Reproduce:
1. In the Administration Portal, click Compute → Clusters and select the cluster
2. Select Upgrade button 
3. Select one host from the list and continue the plan
4. During the plan, once the selected host is upgraded, next host is attempted to upgrade. 

Actual results:
Trying to upgrade all the hosts in the cluster. 

Expected results:
Only the selected host should upgrade.
