Additional Azure Stack Hub configuration parameters


Describe the issue: 

Previously to the fix in BZ 2061544, Azure Stack Hub cluster control plane and compute nodes only supported the standard_LRS disk type. If a user explicitly configured a different disk type in the installation configuration file, the installation program ignored the value and applied the standard_LRS disk type.

Suggestions for improvement:

- Add a release note introducing the support of the premium_LRS and  standardSSD_LRS disk types, noting that the default is premium_LRS

- Update Additional Azure Stack Hub parameters with the first four items from https://docs.openshift.com/container-platform/4.10/installing/installing_azure/installing-azure-customizations.html#installation-configuration-parameters-additional-azure_installing-azure-customizations

Additional information: 
Given that this enhancement was introduced after 4.10 went GA, these updates will have to go through change management.
