Description of problem:
There is no build of utf8cpp for RHEL 9. Please branch and build utf8cpp for EPEL 9.

Additional info:
The current rawhide branch of this package builds successfully against `epel9`. If testing and/or maintenance is a concern, please consider adding me (cottsay) as an EPEL-only co-maintainer of this package.

I (FAS orion) would also be happy to maintain in EPEL.

I've added Orion as admin for the package, too.
You can merge from rawhide or F36 (currently equivalent) and build yourself once branch is created.
