Description of problem:
The directory /etc/flatpak is unowned.

This is in violation of the FPG.

Version-Release number of selected component (if applicable):
flatpak-1.12.7-2.fc36.x86_64


Expected results:
/etc/flatpak to be owned either by
- a basepackage being pulled in by all packages installing files under /etc/flatpak
or
- all packages installing files below /etc/flatpak/

AFAIS, the flatpak package is the basepackage, all packages installing something below /etc/flatpak require => the flatpak package needs to own /etc/flatpack
