The etcd vertical scaling test has been deemed too disruptive to the cluster to co-exist with the invariants that are part of our normal serial test suite. Currently tripping mostly the event repeating tests, but we expect more problems in future.

etcd team has agreed it should be moved to separate jobs.

This bug is for tracking removal from the normal origin serial suites.
