Description of problem:
Title of cv doesn't have static ouia-id. Adding it helps with automation for QE to build.  At the moment, the generated id is dynamic.

How reproducible:
100%

Steps to Reproduce:
1. Navigate to cv page
2. Inspect element on cv title page

Actual results:
ouia-id is dynamic -> OUIA-Generated-Text-1

Expected results:
ouia-id should be static so that it is consistent with automation
