When including the mentioned file, we're seeing an error when heat generates its content:
ValueError: environment has empty section "parameter_defaults"

This was uncovered on downstream Satellite job, and may affect other Customers.

During Phase 3 execution of: RHOS-17.0-RHEL-9-20220708.n.1 the satellite job got passed where this error occurred. In addition from the file: /usr/share/openstack-tripleo-heat-templates/environments/rhsm.yaml  it is seen that parameter_defaults: is no commented out:
