The alternative to doing this new package review + import is to ask if the native package maintainer is willing to support mingw sub-RPMs, eg merge something like this https://src.fedoraproject.org/fork/berrange/rpms/nghttp2/c/ada40235892788479bcd718b85d5e4a4cd5b395c?branch=mingw   If they are willing, it'll be lower overhead than adding the new package.
