Description of problem:
non-priv user cannot load dataSource while edit template's rootdisk

Version-Release number of selected component (if applicable):
v4.11.0-67

How reproducible:
100%

Steps to Reproduce:
1. login with a non-priv user and create a ns
2. login with clusteradmin and clone a RHEL6 template to non-priv's ns
3. login with a non-priv user 
4. try to edit the template's rootdisk

Actual results:
dataSource fielid is keeping in loading

Expected results:
nonpriv user can edit the template's rootdisk

No, it was not fixed there. 
The issue regards templates with data source parameters like DATA_SOURCE_NAME and DATA_SOURCENAMESPACE.
