Description of problem:
A discrepancy in port count from CLI and from the horizon overview page of the project

Version-Release number of selected component (if applicable):
Red Hat OpenStack Platform release 16.2.1 GA (Train)


How reproducible:


Steps to Reproduce:
1. Deploy the RHOSP 16.2.1
2. Create several networks, subnets and ports
3. Login to horizon and check the overview page


Actual results:
No. of port counts mismatch between CLI and from horizon

Expected results:
No. of port counts should match between CLI and from the horizon

Additional info:
SOSrpoer from all the controllers is available on the supportshell.
