Description of problem:
Delete a vm and uncheck "Delete disks (1x)" on the delete modal, the VM disk is deleted.

Version-Release number of selected component (if applicable):
v4.11.0-68

How reproducible:
100% 

Steps to Reproduce:
1. Delete a VM
2. Uncheck "Delete disks (1x)" on the delete modal
3. Verify the PVC in Storage -> PersistentVolumeClaims

Actual results:
the VM disk is deleted

Expected results:
VM disk is not deleted
