Description of problem:
Couldn't install pgadmin4 after python was rebased to 3.11.0b3 version

# dnf install pgadmin4

Error: 
 Problem: package pgadmin4-6.9-4.fc37.x86_64 requires python3dist(flask-socketio) >= 5.0.1, but none of the providers can be installed

Should be fixed in pgadmin4-6.12-3.fc37
