Description of problem:

The texlive distribution is missing support for the French language by not including the package texlive-babel-french

Version-Release number of selected component (if applicable):

it is intention to not include texlive-babel-french due to minimal texlive, it should be included in texlive-extension in epel9.

reassigning it to exlive-extension in epel9
