Description of problem:

Creation and recreation of resources (Pods, secrets,...) quoted by ClusterResourceQuotas is not possible anymore because accounting of use resources by the ClusterResourceQuota is completely wrong.

ClusterResourceQuota accounts resources that doesn't even exist at all!

The library containing the clusterresourcequota admission code has been merged in https://github.com/openshift/apiserver-library-go/pull/86
We are currently in the process of pulling in these changes along with latest k8s in https://bugzilla.redhat.com/show_bug.cgi?id=2101345
as soon as the latter will land we will be able to push this further as well.
