We would like to backport Prow CI improvements from master to 4.11 to benefit from  our CI logic consolidation work.

We unfortunately have to do that now because we unwillingly pre-branched RHCOS 4.11 and thus those changes are not in the 4.11 branch.

No code changes to actual product and only impacts CI.  Verified the CI tests work.
