Description of problem:
Navigation:
 Storage - StorageClasses - Create StorageClass - Provisioner

 Upon selection of Provisoner (for e.g. 'kubernetes.io/no-provisioner' ) some content is in English.

 There are 13 types/selections for provisioner, upon selection, for each one some content is in English.

Checked on ocp 4.12 cluster with payload 4.12.0-0.nightly-2022-08-21-135326.
On storageclass creation page, most of the strings are marked for i18n. 
There are 2 questions about the page:
1. The dropdown items for "Retain policy" and "Volume binding mode" are not marked for i18n, if they need to update for i18n?
2. The new marked for i18n strings in the pr don't have related translations for local languages(Chinese/Japanese/Korean), will the local translations come along?

@yanpzhan Yes, the translations for local languages(Chinese/Japanese/Korean) will be available later. 
Please open a new BZ for "Retain policy" and "Volume binding mode"  dropdowns since it was not initially reported. You can assign it to me.
