There is a cold migration scenario that leaves some interfaces behind in
case port binding changes from hybrid to direct plugging between the
nodes.

According to our records, this should be resolved by python-os-vif-2.4.1-1.20221116071131.el9ost.  This build is available now.

Was verified on RHOS-17.1-RHEL-9-20240329.n.1 with python3-os-vif-2.4.1-17.1.20230706091052.6b2050b.el9ost.noarch
Verified by VM cold migration between nodes with different firewall drivers (iptables_hybrid and openvswitch firewall) works properly. Tried back and forth. VM remains pingable, no hybrid connection leftovers.
