This is due to a regression in OpenSSL 3.0.3 which has been fixed for OpenSSL 3.0.4. Once that lands in RHEL 9.1, this problem will go away.

We're not planning to rebase to 3.0.4 in RHEL 9.1.
I'm guessing that means we'd have to backport https://github.com/openssl/openssl/commit/edceec7fe0c9a5534ae155c8398c63dd7dd95483.

RHEL 9.1 contains openssl-3.0.1-43.el9_0.
