When the jounal log is made persistent and SplitMode is set to none, the user log is collected to system.journal file. 
For the special development request, our customer hope that systemd-journald service has an option to prevent collecting the user logs.

Because RHEL7 is in Maintenance Support 2 Phase, customer required this change be implemented on RHEL8 and RHEL9.
