Description of problem:

There were multiple BZs in which URI.escape code were replaced with the supported code, for different components but there are still one or two places left where the code exists.

Steps to Reproduce:
1. Install a Satellite 6.11 on RHEL 8 
2. Check the /var/log/foreman-installer/satellite.log

Aligning to 6.13 as SNAP 3 does include puppet-agent-oauth-0.5.10-1.el8sat.noarch.rpm .
