+++ This bug was initially created as a clone of Bug #2104503 +++

There is an open PR from ART https://github.com/openshift/machine-config-operator/pull/2937 during 4.11 which was failing test and needs some additional fixes to update MCO to use latest images based on golang 1.18.

Having images used by MCO in ci consistent with what ART uses to ship provides consistent behavior across our development and release.

Verfied using IPI on AWS version

Verification steps:

$ commitid=`oc adm release info --commits $cv | grep machine-config | awk '{print $3}'`
$ curl -Lks "https://raw.githubusercontent.com/openshift/machine-config-operator/$commitid/go.mod" | grep go | head
go 1.18

We move the status to VERIFIED.
