Description of problem:
In order to build ImageMagick and GraphicsMagick in EPEL, we need libwmf-devel shipped in CRB. This previously existed in EPEL as libwmf itself was built there, but it was discovered libwmf was shipped in RHEL too and must be removed from EPEL, so in order to keep these packages building, we need libwmf-devel shipped too.
