Proposed requirements for Windows vNext

Description of problem:

Quote from the proposed certification requirements:

"File Isolation
• File copy destination locations are limited to prevent driver packages from installing drivers in inappropriate locations on the system.
• When using the CopyFiles directive, the destination directory specified for a file must be DIRID 13, the driver store."

Currently we are using "12" (system_dir\drivers).

We are already complying to other file isolation and registry isolation requirements.
