Description of problem:
A moderate number of bugs that were fixed in RHEL 9 are being reported again on RHEL 8. Since the only net-new functionality in 3.0.x is the addition of OpenSSL 3.0 support, I'd like to just rebase RHEL 8 to keep it in line with RHEL 9. There should be little risk in the rebase.
