Description of problem:

Selinux policy stops Squid for using the diskd non-blocking storage format.

How reproducible:

Everytime

Steps to Reproduce:

1. Add diskd storage format to squid.conf.
2. Restart Squid.
  
Actual results:

Squid fails to restart due to selinux policy.

Expected results:

Squid to run normally with diskd storage format.
