**What happened**:
ACM Hub: 2.6
Submariner: 0.13.0
Subctl: 0.13.0

During execution of e2e tests, subctl trying to pull the nettest image from the following path:
registry.redhat.io/rhacm2/nettest:v0.13.0-rc1

Since the path is wrong, image pull fails and all tests that is using nettest image fails.

IN addition, because of the above, verification of "subctl diagnose" fails on:
* query-iface
* validate-sniffer

The nettest image isn't built downstream yet, see https://github.com/stolostron/backlog/issues/23675
