Description of problem:
Krita was not built with support for python plugins, which disabled some features. (Most notably the Quick settings docker)

How reproducible:
100%

Steps to Reproduce:
1. Install krita
2. Launch
3. Go to menubar > Settings > Docker

Actual results:
There is no "Quick settings" docker to select.


Expected results:
There is a "Quick settings" docker to select.


Additional info:
This issue already arrived in a distant past when upgrading krita to 4.0.0, or even earlier. The issue was that krita wasn't built with python/plugin support, which removed some features.

Additionally, this mess up the upgrade of krita from Fedora 35 to Fedora 36, as some docker are forcibly removed from the custom UI layout, which ends up somewhat distorded.
